I have laid before the Marquess of Lansdowne your letter of the 9th instant, enclosing the draft of a telegram which Mr. Secretary Lyttelton proposes to address to the Governor of Hong Kong, in reply to His Excellency's enquiry with regard to the treatment by the Russian Government of food supplies consigned to private persons at belligerent ports.
I am to inform you, in reply, that subject to the alterations indicated in red ink on the enclosed draft, His Lordship concurs in the terms of the proposed message.
